Item No. 13 <br />1 <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Bob Hundley, Chief of Police <br />SUBJECT: CITY ORDINANCE SECTION 26-1 COMPOSITION OF DEPARTMENT <br />DATE: May 28, 2019 <br />BACKGROUND: City Ordinance 26-1 sets the composition of the department as to number of <br />officers in each classification of Officer, Sergeant, Lieutenant, Captain, Assistant Chief and Chief. <br />STATUS OF ISSUE: Part of the strategic plan of the department includes a reduction of the total <br />number of supervisors and their assignments. With the most recent retirement of a CID lieutenant, <br />I asked and the council authorized a change of one of the two lieutenant positions in CID to an <br />officer position, leaving a Captain and Lieutenant in our Criminal Investigation Division. Since <br />that time, it has become apparent that we can enhance our narcotics team in CID by placing a <br />sergeant back in the team, much as it was several years ago. This sergeant position will work <br />closely with the other two detectives in this team with more direct supervision. The sergeant will <br />still carry a caseload. I request that the number of Sergeants in Section 26-1 change from five to <br />six and the number of officers reduce from 41 to 40. This does not affect the total number of <br />officer positions in the department. <br />BUDGET: There is still a minimum savings of $3,646.00 in the department's yearly payroll line <br />item. <br />RECOMMENDATION: Authorize the amending of the ordinance to reflect these changes. <br />
