<br />RESOLUTION NO. <br /> <br />94-096 <br /> <br />WHEREAS, the City Council of the City of Paris, Paris, Texas, realizes that, by state <br />law, waste oils can no longer legally be disposed of in landfills in the State of Texas; and, <br /> <br />WHEREAS, the City Council understands that many city residents and county residents <br />residing within the City's service area routinely self-change the automotive oils in their personal <br />vehicles and currently have no convenient and acceptable means by which to properly dispose <br />of the waste automotive oils which they generate; and, <br /> <br />WHEREAS, funds are now available from the Texas Natural Resource Conservation <br />Commission, the TNRCC, through a pass-through program being sponsored by the ARK-TEX <br />Council of Governments, to establish and develop a local waste automotive oil collection <br />program which will provide area do-it-yourselfers with a safe and responsible method by which <br />to properly manage and dispose of the waste automotive oils which they generate; and, <br /> <br />WHEREAS, it would be in the best interest of the citizens of the City of Paris that a Do- <br />It- Yourself Waste Automotive Oil Collection Center be established to serve area do-it- <br />yourselfers; NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY m- PARIS: <br /> <br />1. That the City Manager of the City of Paris, Michael E. Malone, be, and he is hereby, <br />authorized and directed to represent the City of Paris in all matters pertaining to the <br />establishment and development of a Waste Automotive Oil Collection Center for the City <br />of Paris. <br /> <br />2. That the City of Paris will accept ownership and title in one (I) used oil collection <br />container, here described as a Fibrex, Profile 465, and will make necessary site <br />improvements and any other necessary appurtenances needed to establish a Do-It- <br />Yourself Waste Automotive Collection Center in the City. <br /> <br />3. That the Center will be registered with the TNRCC as a public collection center, using <br />TNRCC Account Number 460U2, and that the Center will be operated following Best <br />Management Practices guidelines ascribed by the TNRCC under TAC 330.1170 - <br />330.1174 (V ACS). <br /> <br />4. That the City of Paris agrees to maintain said Center in accordance with the Best <br />Management Practices and to provide all reporting documentation and dates as may be <br />required by the TNRCC. <br /> <br />5. That the City of Paris will make said Center available and accessible to do-it-yourselfers <br />residing within the area who will adhere to the established policies and operation criteria <br />of the City of Paris Do-It-Yourself Waste Automotive Oil Collection Center. <br /> <br />PASSED AND ADOPfED llii, 8lli day of A.",,,. 1~ _,~ ~ ~ <br /> <br /> <br />Eric S.
