MINUTES OF THE CITY COUNCIL WORK SESSION <br />OF THE CITY OF PARIS, TEXAS <br />June 26, 2019 <br />The City Council of the City of Paris met for a special session at 5:00 p.m. on <br />Wednesday, June 26, 2019, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Steve Clifford <br />Council Members: Renae Stone; Billy Trenado; Linda Knox; Clayton <br />Pilgrim; and Paula Portugal <br />City Staff: John Godwin, City Manager; Stephanie Harris, City <br />Attorney; Janice Ellis, City Clerk; and Gene <br />Anderson, Finance Director <br />Absent: Council Member: Derrick Hughes <br />Call meeting to order. <br />Mayor Clifford called the meeting to order at 5:00 p.m. <br />2. Discuss and act on an Ordinance Amending Section 34-22(b), Water Rates, Section 34- <br />23 (a)(b)(c), Sewer Rates to reflect changes recommended by the 2019 Water and Sewer <br />Rate Study. <br />Chris Ekrut with New Gen Strategies & Solutions presented the water and sewer rate <br />study to City Council. He explained that the contract treated water customer's rates were based <br />on the City's FY 2017-18 actual expenditures, and the retail customer's rates were based on the <br />City's FY 2018-19 budget. Mr. Ekrut reviewed the rate maintenance policy and the findings of <br />the study. In summary, Mr. Ekrut reported that retail water rates were currently sufficient, but <br />needed slight restructuring for larger meters to maintain equity in charges. Despite decrease in <br />revenue requirement, he said retail rates for wastewater were insufficient. Mr. Ekrut explained <br />that reduction in overall flow had reduced revenues and that the planned wastewater treatment <br />plant capital improvements would increase future revenue needs. He reviewed the proposed <br />water and wastewater rates for commercial and residential users, giving different scenarios, and <br />associated rates. Mr. Ekrut also did a monthly bill comparison to other cities. Following the <br />presentation, Mr. Ekrut answered questions from City Council. Finance Director Gene Anderson <br />said staff was more interested in scenario one because it was based on what a resident uses. City <br />Manager John Godwin said staff, as did New Gen Strategies & Solutions recommended scenario <br />one. <br />A Motion to approve the increase outlined in scenario one was made by Council Member <br />Pilgrim, and seconded by Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />
