Item No. 17 <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: 2019-20 BUDGET <br />DATE: July 12, 2019 <br />Highlights of the 2019-20 recommended budget include: <br />GENERAL FUND: <br />• No change in the existing tax rate of $55.195 per $100 of valuation. <br />• Replacement of outdated phone system at police & courts building ($120,000). <br />• Seniority pay for police supervisors and assignment pay for detective personnel effective <br />January 1, 2020. <br />• Programmed increase in debt service for fire apparatuses, and initial funding for a <br />replacement brush truck. <br />• Seniority pay for fire supervisors effective April 1, 2020. <br />• Improved code enforcement equipment; added $20,000 for contract mowing. <br />• Grant matches for HOME program ($80,000), Main Street CDBG sidewalks ($65,000), and <br />safe routes to school ($25,000). <br />• One new FTE in Community Development to manage a variety of new programs; 0.5 FTE <br />code enforcement officer position (effective April 1, 2020). <br />• Budgeted chief building official for full twelve months; eliminated planning manager <br />position; eliminated costs for third -party plan reviews and inspections. <br />0 Expanded downtown grants. <br />
