PEDC Board Meeting Minutes
July 23, 2019
year. Mr. Hernandez went to the Direct Business Incentives where the $1.5 million for American
SpiralWeld was spent from the 2018-2019 budget. The next expenditure of $1 million to American
SpiralWeld was not spent to 2018-2019, so that amount is shown in next year's budget. The total of the
Direct Business Incentives is $2.5 million. Mr. Paris stated the Master Agreement with American
SpiralWeld for the $1 million is for the number of jobs over the initial sixty. This would be paid at
$25,000.00 per job up to the $1 million. The amount will probably not be incurred in 2020, but should be
in 2021. Mr. Paris went on to New Industry Projects and pointed to the $200,000.00 shown for American
SpiralWeld. This was set aside to cover the Phase II Brownfield transfer and wetlands surveying. The SW
Business Park has a budget amount of $320,000.00 which was part of the total cost approved by the City
Council for the land purchase. The amount over the land cost is for development of the Park. The Land
Development amount of $180,000.00 is for cleanup of other PEDC properties. Dr. Hashmi asked about
using PEDC reserves. Mr. Paris answered that we are using reserves for New Industries Projects. Dr.
Hashmi made a motion to approve the budget for the 2019-2020 fiscal year. Mr. Hamill seconded the
motion. Vote was 5 -ayes to 0 -nays.
Discuss and possible a rove New Business Park re aration out for bids.
Mr. Paris stated that a company based out of Waco is working on ideas for the New Business Park. They
will bring us three ideas for the Park. We hope to have the company present their ideas at the September
meeting. Our goal is to clean up the property by thinning out the trees; removing fence lines, debris and
trees on the site; open up the driveway to create an entrance into the park; cleanup and tree removal from
the rail into the park; and signage made for marketing the park. Dr. Hashmi made a motion to approve
developing a Request for Bids to clean up the New Business Park. Mr. Pankaj seconded the motion. Vote
was 5 -ayes to 0 -nays.
Discuss results from three of the four videos.
Mr. Paris told the Board our community has a lot of good momentum going on, so this was a great time to
create the PEDC promotional videos. Daryl Felsberg and Dustin Broadway were hired to develop the
videos. The "This Is Paris" video has over 83,000 views with more "shares" than "likes". The videos are
focused on industrial development, but at the same time the community understands them, is motivated by
them and is sharing them. We are seeing success in the videos. Dr. Hashmi asked if we would take a look
at the video Lubbock has on its website. The company did a fabulous presentation of Lubbock. Mr.
Hamill stated that he shared the videos with his office in Tyler and they commented on how well they
were done.
American S iralWeld Pi e U date:
• Construction. Progress on construction has been slow because of the rain. The timeline is
pushed back about four months.
• Demolition of the Brownfield. The demo is almost done. The pad at Superior is the only
thing left at that site. Oliver Rubber has a second concrete pad under the first one. We
signed an addendum to the contract for the removal of the extra pad.
• Phase Il Transfer of the Brownfield in October to ASWP. October the 1St is the transfer
date and it looks like everything is in order to keep the date.
