Each application from a city, county, or school district must be supported by a resolution of the <br />governing board authorizing submission of the application. <br /> <br />2. Auach comments by the appropriate clearinghouse made under the Texas Review and Comment System <br />(TRACS), as required by a "Yes" entry in item 3, page CJO-3. . <br /> <br />3. In projects where cooperation of an agency external to the grantee is critical to the operation and success <br />of the proposed project. a current Cooperative Working Agreement shall be required between the grantee <br />agency and the external agency. (See Special Conditions, Section m.) <br /> <br />4. In projects that expend confidential funds, a signed certification that the project director has read. <br />understlUlds, and agrees to abide by the provisions of the Guidelines is required. The signed Confldenti~l <br />Fund Certification must be approved at the time of grant application. (See Special Conditions, Section <br />Il1.) <br /> <br />s. All contractS in excess of 510,000 require CJD approval. Such contracts, including the sole source <br />justification, if applicable, may be submined with grant application or, at the grantee's option, <br />ilIuMdiately following the grant award, but prior to grantee's obligating or expending any funds. If the <br />latter option is chosen, each contract including sole source justification, if applicable, should be <br />transmined to CJD by a letter signed by the Authorized Official named in the grant or by the person <br />designated to initiate grant adjustments. All applications for federal HOP funds must include a completed Equal Employment OpportUnity <br />Certification form. . <br /> <br />7. Each state agency requesting federal JJDP funds must submit a Certification Regarding Drug-Free <br />Workplace Requirements. · <br /> <br />8.. Each state agency requesting federal HOP funds in excess of 525,000 must submit a Certification <br />Regarding Non-Procurement Debarment and suspension. * <br /> <br />9.
