Item No. 10 <br />memorandum <br />TO: Mayor & City Council <br />Gene Anderson, Interim City Manager <br />FROM: Carla Easton, PE, City Engineer <br />Engineering and Community Development <br />SUBJECT: MODERN PYRAMIDS ADDITION 170-C — FINAL PLAT <br />DATE: August 19, 2019 <br />BACKGROUND: Sami Ebrahim owns 1.376 acres located at 2735 S Church Street, formerly <br />operating as Anthony Signs. The owner is proposing to develop the lot into a convenience store <br />with a Taco Casa drive through restaurant. The property is currently zoned Commercial with an <br />SUP for Fuel Sales. <br />STATUS OF ISSUE: A site plan was approved by the City Council in 2016, and the owner has <br />now submitted a final plat of the property. The water main serving the lot is of a substandard <br />size and cannot support the development needs. The owner will extend an 8" water main <br />through the lot as part of the required improvements. Sewer is available to serve the site along <br />Church St. <br />The owner has provided a guarantee of construction in the form of a cashier's check for the total <br />cost of the water line in order to proceed with the final plat. The Planning and Zoning <br />Commission unanimously approved of the final plat on August 5, 2019. <br />RECOMMENDATION: Approve of the final plat with the guarantee of construction of public <br />infrastructure. <br />
