<br />RESOLUTION NO. 93-104 <br /> <br />WHEREAS, the Texas Department of <br />Affairs is administering assistance <br />Investment Partnership Program; and, <br /> <br />Housing and Community <br />for the 1993 HOME <br /> <br />WHEREAS, the City Council of the City of Paris desires <br />to develop a viable urban community, including decent housing <br />and a suitable living environment and expanding economic <br />opportunities, principally for persons of low and moderate <br />income; and, <br /> <br />WHEREAS, certain conditions exist which represent a <br />threat to the public health and safety; and, <br /> <br />WHEREAS, the City Council of the City of Paris deems it <br />to be in the best interest of the citizens of Paris to seek <br />such assistance in said program; and, <br /> <br />WHEREAS, an application for such grant assistance in the <br />amount of approximately $ 300,000.00, which will require that <br />the City of Paris commits $10,681.00 in-kind contribution of <br />office space, personnel, equipment and supplies to support <br />this program over the term of the grant, should be made; NOW, <br />THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br /> <br />1. That an application be made to the Texas Department <br />of Housing and Community Affairs for a 1993 HOME Investment <br />Partnership Program grant in the amount of approximately <br />$300,000.00, to carry out the rehabilitation of 28 units of <br />low income owner-occupied housing in the targeted <br />neighborhoods, which requires the City of Paris to provide <br />$10,681.00 in-kind contribution of office space, personnel, <br />equipment and supplies to support this program over the term <br />of the grant. <br /> <br />2. That Michael E. Malone, City Manager of the City of <br />Paris, be, and he is hereby appointed as the Authorized <br />Official of said project and is authorized and directed to <br />execute on behalf of the City of Paris all necessary <br />applications, communications, instruments, assurances and <br />documents required for the completion of said project. . <br /> <br />3. That Joe McCollum, be, and he is hereby appointed <br />as Project Director and is hereby authorized to execute and <br />deliver on behalf of the City of Paris all reports, <br />communications, assurances, contracts and documents necessary <br />for the completion of said project. <br /> <br />4. That W. E. Anderson, Director of Finance, be, and <br />he is hereby authorized and directed to serve as the <br />Financial Officer for said project and to receive and <br />distribute funds for purposes of the 1993 HOME Investment <br />Partnership Program. <br /> <br />Passed and adopted this 11th day of October, 1993. <br />
