RESOLUTION NO. 93-104 WHEREAS, the Texas Department of Affairs is administering assistance Investment Partnership Program; and, Housing and Community for the 1993 HOME WHEREAS, the City Council of the City of Paris desires to develop a viable urban community, including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income; and, WHEREAS, certain conditions exist which represent a threat to the public health and safety; and, WHEREAS, the City Council of the City of Paris deems it to be in the best interest of the citizens of Paris to seek such assistance in said program; and, WHEREAS, an application for such grant assistance in the amount of approximately $ 300,000.00, which will require that the City of Paris commits $10,681.00 in-kind contribution of office space, personnel, equipment and supplies to support this program over the term of the grant, should be made; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: 1. That an application be made to the Texas Department of Housing and Community Affairs for a 1993 HOME Investment Partnership Program grant in the amount of approximately $300,000.00, to carry out the rehabilitation of 28 units of low income owner-occupied housing in the targeted neighborhoods, which requires the City of Paris to provide $10,681.00 in-kind contribution of office space, personnel, equipment and supplies to support this program over the term of the grant. 2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby appointed as the Authorized Official of said project and is authorized and directed to execute on behalf of the City of Paris all necessary applications, communications, instruments, assurances and documents required for the completion of said project. . 3. That Joe McCollum, be, and he is hereby appointed as Project Director and is hereby authorized to execute and deliver on behalf of the City of Paris all reports, communications, assurances, contracts and documents necessary for the completion of said project. 4. That W. E. Anderson, Director of Finance, be, and he is hereby authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for purposes of the 1993 HOME Investment Partnership Program. Passed and adopted this 11th day of October, 1993.
