<br />THE UTI' TES DEPARTMENT IS RESPONSJ" E PARTY FOR THE REPORTING OF <br />ANY NONCOMPLIANCE ~_rH OUR PERMITS. IT IS THE .JTY OF ALL CITY EMPLOYEES TO <br />DULY REPORT TO US THAT EXCURSIONS HAVE OCCURRED. TO FACILITATE THIS, THE <br />FOLLOWING GUIDELINES SHOULD BE FOLLOWED: <br /> <br />A. THE HIGHEST RANI<lNG PERSON ON THE SCENE OF THE EXCURSION IS <br />RESPONSIBLE FOR INSURING THAT THE EXCURSION IS PROPERLY IDENTIFIED AND <br />REPORTED. <br /> <br />B. FROM THE STANDPOINT OF THE CITY OF PARIS, AN EXCURSION EXISTS <br />WHEN ANY SEWAGE HAS FLOWN INTO ANY WATERCOURSE WHETHER IT IS A BAR DITCH, <br />CREEK OR ANY OTHER TYPE DRAINAGE STRUCTURE. <br /> <br />C. THE PROPER STEPS TO TAKE WHEN AN EXCURSION EXISTS ARE: <br /> <br />1. CONTAIN THE FLOW. <br /> <br />. , <br /> <br />2. REPAIR THE PROBLEM, <br />3. RETURN THE SYSTEM TO SERVICE. <br />4. CLEAN UP AND DISINFECT THE AREA. <br /> <br />D, THE PERSON ON THE SC~NE IS RESPONSIBLE FOR DETERMINING THE <br />BEST APPROACH TO THE PROBLEM BASED UPON HIS EXPERIENCE AND THE SIZE AND TYPE <br />OF THE PROBLEM. <br /> <br />E. FLOW WHICH IS CONTAINED AND DOES NOT GET INTO ANY WATERWAY IS <br />NOT CONSIDERED A VIOLATION OF OUR PERMIT. HOWEVER, THE CONTAINED FLOW MUST <br />BE PROPERLY HANDLED AFTER CONTAINMENT. IT CAN BE PUI1PED BACK INTO A MANHOLE, <br />SUCKED UP WITH A VACUUM TRUCK AND TRANSFERRED BACK INTO THE SEWER SYSTEM, OR <br />IN SMALL AMOUNTS IT MAY JUST BE ABSORBED INTO THE GROUND AND THEN SPRINKLED <br />WITH THE PROPER DISINFECTANT. <br /> <br />WHILE CONTAINMENT IS PROBABLY THE BEST SOLUTION, IT IS NOT ALWAYS <br />A FEASIBLE ALTERNATIVE BECAUSE OF THE QUANITY OF THE BYPASS. CONTAINMENT CAN <br />BE EFFECTIVE ON SMALLER BYPASSES BY DIGGING RETENTION HOLES NEAR THE BYPASS <br />OR BY USE OF TANK TRUCKS. IN SOME CASES IT IS A MATTER OF PUMPING THE <br />CONTAINED SEWAGE TO ANOTHER MANHOLE OR LIFT STATION NEARBY. <br /> <br />TO FACILITATE THE PROPER REPORTING OF BYPASSES, I HAVE ENCLOSED <br />COPIES OF THE FORM WE USE. WHEN A BYPASS OCCURS, THE UTILITIES DEPARTMENT <br />SHOULD ALSO BE NOTIFIED BY TELEPHONE. IF DURING NORMAL WORKING HOURS, JUST <br />CALL THE .WATER PLANT. IF AFTER HOURS OR ON WEEf~ENDS, CALL ASAP ON THE NEXT <br />WORKING DAY. FOLLOW THE CALL UP WITH THE WRITTEN FORM. WE MUST ALSO SAMPLE <br />EACH BYPASS AND SUB~IIT THAT SAMPLE TO THE LAB LOCATED ON THE SECOND FLOOR AT <br />THE WATER TREATMENT pLANT. THIS SAMPLE SHOULD BE TAKEN AS SOON AS POSSIBLE <br />WHEN THE BYPASS IS DISCOVERED, THERE IS A SPECIAL REFRIGERATOR IN THE LAB <br />THAT IS MARKED FOR THE STORAGE OF THESE SAMPLES. SAMPLE BOTTLES ARE ALSO <br />ENCLOSED. DO NOT CHLORINATE THESE SAMPLES. <br /> <br />YOUR COOPERATION IS GREATLY APPRECIATED. PLEASE LET ME KNOW IF <br />YOU HAVE ANY QUESTIONS. <br />
