12 - Authorizing a Grant Agreement with Texas Parks & Wildlife Department for Construction of a Pump Track

Draft RESOLUTION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING AND AUTHORIZING AN AGREEMENT WITH THE TEXAS PARKS & WILDLIFE DEPARTMENT FOR FUNDING OF A PUMP TRACK PROJECT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT AND DECLARING AN EFFECTIVE DATE. WHEREAS, in 2018 the City of Paris applied for a Texas Parks & Wildlife Department (TPWD) outdoor recreation grant that would provide a 50% cost match for a pump track project as provided in the City's park plan; and WHEREAS, the City partnered with the Visitors and Convention Council, Rotary Club, and a number of local businesses and individuals who have contributed both monetary and in-kind contributions for construction of the pump track; and WHEREAS, the total project estimate approved under the grant program is $688,500.00, with a 50% local match contribution of $344,250.00 provided by the City contributing $100,000 from the 2017 Bond Fund for parks improvements, $180,694.00 in donations that have been collected and set aside by the Greater Paris Development Foundation for this project, and $50,000.00 pledged for in-kind contributions; and WHEREAS, the City Council of the City of Paris, Texas authorizes the Interim City Manager to enter into an agreement with the TPWD for funding of a pump track. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: SECTION 1. That the City Council hereby approves and authorizes the Interim City Manager to enter into an agreement with TPWD for funding of a Pump Track project; SECTION 2. The City of Paris supports funding this project and commits to the project's development and financing (including the local matching funds). The City is willing and able to enter into an agreement with TPWD by resolution or ordinance; SECTION 3. That the Interim City Manager is hereby authorized to act on behalf of the City in all matters relating to this funding nomination and to execute all necessary applications, assurances, certifications, and other documents, relative to the submission, later acceptance, and administration of such funds.
