Regular Council Meeting <br />November 11, 2019 <br />Page 3 <br />AMENDING THE CITY OF PARIS CODE OF ORDINANCES BY AMENDING <br />ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS <br />HERETOFORE AMENDED, SECTION 13, "ACCESSORY BUILDING <br />REGULATIONS," AND SECTION 14, "SPECIAL AREA AND USE <br />REGULATIONS," TO PROVIDE REGULATIONS RELATING TO PORTABLE <br />STORAGE STRUCTURES; PROVIDING A REPEALER CLAUSE; PROVIDING A <br />SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />A motion to bring this item from the table was made by Mayor Clifford and seconded by <br />Council Member Portugal. Motion carried, 5 ayes — 0 nays. <br />Ms. Easton said staff had revised the ordinance to reflect changes requested by City <br />Council. She also said the ordinance prohibited containers from being used for permanent <br />storage or any other accessory use in all residential areas, but would be allowed in the rear of <br />property in business districts if not visible from the street. She also said the containers could <br />continue being used in all districts when associated with a remodel or other temporary situation. <br />Ms. Easton said those currently not in compliance would have six months to get into compliance <br />with the ordinance. City Attorney Stephanie Harris said that the effective date would begin once <br />the ordinance was published. <br />Mayor Clifford continued the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. Richard Thompson spoke in <br />opposition of this ordinance. With no one else speaking, Mayor Clifford closed the public <br />hearing. <br />A motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Portugal. Motion carried, 5 ayes — 0 nays. <br />12. Consider adoption of RESOLUTION NO. 2019-040: A RESOLUTION DIRECTING <br />NEWSPAPER PUBLICATION AND WEBSITE POSTING OF NOTICE OF <br />INTENTION TO ISSUE CERTIFICATES OF OBLIGATION; AND RESOLVING <br />OTHER MATTERS RELATING TO THE SUBJECT. <br />Interim City Manager Gene Anderson explained in January of 2019, Council designated <br />the renovation of Love Civic Center as a venue project and called for an election to approve an <br />additional hotel occupancy tax to finance the venue project. He also said on May 4, 2019 voters <br />approved a 2% increase in the hotel tax rate which was sufficient to make the debt payments of <br />the certificate of obligation. Mr. Anderson further explained that this resolution was part of the <br />process of moving forward. <br />A motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Knox. Motion carried, 5 ayes — 0 nays. <br />
