Problem Statement (What problem will this project impact?) <br /> <br />Beginning in the spring of 1991, the City of Paris began experiencing gang related <br />activity. As a result of this, all aspects of our local crime rate began to go up. <br />These gangs. have been directly linked to many of the violent crimes that our <br />community has .experienced this past y.ear. And of course, those .crimes along with <br />most of the thefts and burglaries are attributed to the drug traffic. Therefore, <br />the victims of these crimes, the citizens of ou~ community, are continually at a <br />much higher risk of injury and have become extremely concerned and fearful of the <br />growing possibility of becoming the victim of a violent crime in their own homes <br />throughout the city. <br /> <br />" <br /> <br />2. Historical Data (What statistical data is available to demonstrate the problem stated in #1?) <br /> <br />The overall crime rate for the City of Paris rose 22.2% in 1991. There was an <br />increase of 742 class 1 offenses last year. The violent crimes showed an <br />increase of 294 cases which was a 35.2% rise over 1990. These cases are the <br />combined murders, rapes, robberies, and aggravated assaults. The combined total <br />of the burglaries and thefts show an increase of 448 cases which was a 17.8% <br />increase over 1990. . <br /> <br />These figures have easily put Paris into the top 10% of the cities that have <br />the highest crime rate per capita in the State of Texas. <br /> <br />3. Proposed Project Activities (What activities will be conducted to address the stated problem?) <br />The City of Paris has implemented several programs to coincide with our cri~e <br />prevention unit to help combat this escalating crime rate in and around our community. <br />These programs include a police athletic league, to provide the youth an alternative <br />to getting involved in illegal activities. The Boy Scout Explorer Post is another <br />program within the City Police Department. D.A.R.E., (Drug Abuse. Resistance Education) <br />is another program that we have incorporated into our public school system. Our <br />crime prevention program continues to increase the number of present ions requested <br />by the public, such as: Neighborhood Crime Watch, Drug Prevention and Education, <br />Commercial and Residential Security Surveys, Operation Identification and the <br />over all desire of citizens to be educated in the areas of personal and home security. <br />Our program has also been instrumental in the development of a community drug <br /> <br />Submit this page at the time of application and attach a copy to both Progress Reports (CJO-13). <br />This information will be used in the project evaluation. <br /> <br />CJD-12 <br />
