Regular Agenda 10. Consider all matters incident and related to the issuance and sale of the City of Paris, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2020, including the adoption of an ordinance authorizing the issuance of such Certificates, approving an Official Statement, a Paying Agent/Registrar Agreement and an engagement letter of Bond Counsel. 11. Conduct a public hearing, discuss and act on a Resolution authorizing the City to be eligible to participate in Tax Abatements and approving Guidelines and Criteria for granting Tax Abatements. 12. Receive and discuss report from Chief Hundley about creation of a safe zone at local hotels in the City of Paris, Texas. 13. Discuss and act on an Ordinance Amending Section 26-9, "Seniority Pay," of Chapter 26 "Police," of the Code of Ordinances, adopting additional service steps for increases in seniority pay for the ranks of sergeant, lieutenant, captain, and assistant chief. 14. Discuss and appoint Melba Harris to serve on the Civil Service Commission, 15. Convene into executive session pursuant to Sec. 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a. business prospect described by Subdivision (1), as follows: Project Iron Shovel. 16. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 17. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 18. Adjournment.
