City of Paris
The Traffic Commission met on Tuesday October 01, 2019 at 5:15 P.M. in the
Municipal Courtroom with the following members present:
1. Bill Sanders
2. Sally Boswell
3. John Eyler
4. Wendell Moore
5. Charles Richards
6. John Darst
The city staff was represented by Asst. Chief Randy Tuttle and City Engineer
Carla Easton.
Chairperson John Eyler called the meeting to order at 5:15pm. A quorum was
established with six members present.
Mr. Eyler then moved to item #2 regarding the introduction of new Traffic
Commission members. Mr. Tuttle introduced John Darst and advised that he had
been appointed to serve until June 30, 2022.
Mr. Eyler then moved to item #3 regarding approval of minutes from July 02,
2019 meeting. Mr. Moore made a motion to approve minutes with second from
Ms. Boswell. Motion passed 6-0.
Mr. Eyler then moved to item #4 regarding discussion and possible action
concerning deceleration lanes and turn lanes on FM 195. Mr. Tuttle reminded
members that this item was brought before Traffic Commission at request of
residents living in area of FM 195 at the August 01, 2017 meeting. Ms. Easton
informed members that Texas Department of Transportation (TXDOT) had
conducted the requested study and determined there was a need to improve FM
195 by installing turn lanes and deceleration lanes. Ms. Easton stated TXDOT
was moving forward with planning the project and would place it on their project
list. Ms. Easton said TXDOT estimated the project cost at 2.9 million dollars and
if the city would invest about $300,000.00 the project could be accelerated. After
a discussion by members it was decided through consensus of members there
were other projects within the city that needed funds directed to and requested
TXDOT proceed with placing this project on their list without investment from the
City of Paris. Ms. Easton stated she would advise TXDOT of the Traffic
Commissions recommendation.
Mr. Eyler then moved to item #5 regarding any Old Business. There was none.
