Item No. 14 <br />�01�0-,i <br />TO: Mayor & City Council <br />FROM: Gene Anderson, Interim City Manager & Finance Director <br />SUBJECT: CIVIL SERVICE COMMISSION APPOINTMENT <br />DATE: December 13, 2019 <br />BACKGROUND: Because our police and fire departments operate under a civil service system, <br />we are required to have a local three-member civil service commission. Members' terms are <br />staggered so they do not expire at the same time. Pursuant to Local Government Code § <br />143.006(b), the City Manager is required to appoint commission members and City Council <br />confirms the appointments. <br />STATUS OF ISSUE: On July 10, 2017, Douglas Shuler was appointed to the Civil Service <br />Commission but did not reapply this term, because he moved outside of the City. Ms. Melba <br />Harris has submitted an application to serve on the Civil Service Commission. Ms. Harris has <br />extensive knowledge of the Civil Service Commission, as she previously served on the <br />Commission and also served as the City's Civil Service Commission Director. <br />BUDGET: NA. <br />RECOMMENDATION: Confirm appointment of Melba Harris to serve on the Civil Service <br />Commission. <br />
