Regular Council Meeting <br />December 9, 2019 <br />Page 5 <br />A Motion to appoint Jerry Harting and Jathen Donaldson to the Board of Adjustment <br />Board was made by Mayor Clifford, and seconded by Council Member Knox. Motion carried, 5 <br />ayes — 0 nays. <br />19. Discuss and provide direction to staff with regard to parking issues at Heritage Park. <br />Council Member Portugal said she brought this forward because people who were <br />attending functions at Heritage Hall were parking in the grass at this park. She said she had <br />received complaints from neighbors and the Historical Society, and that the Tejas Garden Club <br />had spent a lot of money on beautifying the grounds at Heritage Park. Council Member Portugal <br />also said she did not see parking on the grass at other parks. Mr. Anderson said he spoke with <br />Bill Lorranger in the parks department, and they have equipment they could install that would <br />prohibit parking in the grass. Council Member Pilgrim inquired if anyone had spoken to Mr. <br />Varner, the owner of Heritage Hall. Mr. Anderson said he had not. Council Member Pilgrim <br />said he would first like for Mr. Anderson to speak with him to try to get it resolved. Citizen <br />Skipper Steely said the property in question belonged to the City and people parked all the way <br />to the Coke Plant. <br />It was a consensus of the City Council that Mr. Anderson speak with Mr. Varner in an <br />attempt to get this parking issue resolved, and that no parking signs be placed at the park. <br />20. Discuss and act on ORDINANCE NO. 2019-048: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO DAVID <br />THOMPSON d/b/a LONE STAR CAB CO. TO OPERATE A TAXICAB BUSINESS <br />ON THE PUBLIC STREETS OF THE CITY OF PARIS, TEXAS; FINDING A PUBLIC <br />NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID LICENSE; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />Ms. Ellis said this was a returning cab company, and all of the paperwork and insurance <br />was in place. <br />A Motion to approve this item was made by Mayor Clifford, and seconded by Council <br />Member Portugal. Motion carried, 5 ayes — 0 nays. <br />21. Convene into executive session pursuant to: <br />a. Sec. 551.071 of the Texas Government Code, Consultation with Attorney, to <br />receive legal advice about (1) pending or contemplated litigation and/or (2) on <br />matters in which the duty of an attorney to his or her client under the Texas <br />Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly <br />conflict with this chapter, regarding Paris Regional Medical Center Tax <br />Abatement. <br />
