Item No. 19 <br />TO: Mayor & City Council <br />Gene Anderson, Interim City Manager <br />FROM: Carla Easton, PE, Engineering & Community Development Director <br />SUBJECT: THE CEFCO SOUTH ADDITION - FINAL PLAT <br />DATE: January 17, 2020 <br />BACKGROUND: Fikes Wholesale Inc. owns City of Paris Block 340, Lots 1 and 2 located in <br />the 2900 block of South Church St (SH 19/24). The property is currently zoned Light Industrial. <br />The owner is proposing to construct a new CEFCO Convenience Store on the combined lot at the <br />corner of Loop 286 and South Church. <br />STATUS OF ISSUE: A preliminary plat of the property was approved in November 2019, and <br />the owner has submitted a final plat with a guarantee of construction for an offsite sewer main <br />required for the development. Water is available along 7t" SW. A sanitary sewer main must be <br />extended by the developer to serve the lot, and access to the public street is available but subject <br />to final approval by TxDOT. In order to proceed with the final plat, the developer has provided a <br />guarantee of construction in the form of a bond in the amount of $164,386.80 to cover all costs to <br />extend sewer to the property. It appears that the plat complies with the City of Paris subdivision <br />regulations, subject to the following revisions. <br />1. Note the zoning district <br />2. Note the proposed detention pond area as reserved for said purpose <br />3. Provide a 20' drainage and utility easement along the frontage <br />The plat was approved by the Planning & Zoning Commission on January 6th. <br />RECOMMENDATION: Approve of the final plat with a guarantee of construction for the <br />sanitary sewer extension. <br />
