Item No. 11 <br />TO: Mayor & City Council <br />Gene Anderson, Interim City Manager <br />FROM: Carla Easton, City Engineer <br />SUBJECT: JOHNSON WOODS SEWER & DRAINAGE IMPROVEMENTS CONTRACT <br />CLOSE OUT WITH RBIS, LLC <br />DATE: February 4, 2020 <br />BACKGROUND: The Johnson Woods Sewer & Drainage Improvement project was planned and <br />scheduled as part of the 2013 Bond Fund for Water and Sewer Improvements. It included <br />replacement of sanitary sewers and channel restoration along the drainage channel running from <br />Lamar Avenue to Clark Lane, located between Johnson Woods Drive and 31St St SE. AECOM <br />and Hayter Engineering Inc. prepared the construction drawings and specifications. <br />The Johnson Woods construction project was awarded to RBIS, LLC on April 8, 2019, for a <br />contract amount of $1,499,501.00 and contract time of 270 calendar days. Change Order 41 was <br />administratively approved by John Godwin on June 13, 2019, increasing the contract amount by <br />$40,529.60 in order to cover the cost to install the sewer main by bore rather than open trench, <br />saving significant time and inconvenience to the neighborhood. During the course of the project, <br />several contract items were overrun due to field conditions, including extension of a gabion wall, <br />fence replacement, an additional sewer manhole, and rock riprap needed to line the creek bed near <br />Lamar Avenue. Approval of a final reconciliation change order in the amount of $57,955.54 is <br />needed with project close out. The project was completed within 230 calendar days. <br />STATUS OF ISSUE: RBIS, LLC has completed all work under this contract. A final walkthrough <br />of the project was performed on January 13, 2020, and all punch list items have been addressed. <br />The engineer of record has reviewed all close out documents and recommends approval of final <br />payment. <br />The total pay amount to RBIS, LLC for all work under this contract is $1,597,986.14. Progress <br />payments have been made in accordance with the contract documents, and the only remaining <br />payment is for the retained amount of $79,899.31, which will be released upon approval of Change <br />Order #2 and final acceptance by City Council. Staff will retain $5,000 until full vegetation along <br />the creek is established and verified this spring. <br />
