Exhibit D <br />Project Plan for Public Improvements <br />Proposed Improvements and Uses <br />The Paris Downtown Plan as well as the Downtown Visioning Plan calls for the preservation of the <br />Historic Core with enhancements near the Plaza and the Farmers Market that include an expanded park <br />space, widened sidewalks for outdoor dining, pedestrian elements such as curb ramps, crosswalks, <br />benches and trash receptacles, traffic calming with reduced lane widths and enhanced pavement <br />features, period lighting, and landscaping for improved aesthetics. All this is intended to redevelop the <br />downtown as a walkable, urban destination that provides for an urban lifestyle of live, work, play, while <br />preserving the historic structures and surrounding neighborhoods. As shown in Figure 1, the downtown <br />visioning plan provides an illustrative delineation of the redevelopment character and supporting <br />infrastructure proposed for the project. <br />Figure 1: Paris Downtown Visioning Plan —Toole Design Group 2018 <br />
