Regular Council Meeting <br />February 24, 2020 <br />Page 3 <br />Ms. Easton said TIRZ Number One was created in November and the board held their <br />first meeting to review the bylaws, the TIRZ Finance Plan and Project Plan. Ms. Easton also <br />said the board recommended by a vote of 3-0 that the City Council approve the bylaws, the TIRZ <br />Number One Finance Plan and Project Plan. <br />Mayor Clifford said these bylaws looked like they were copied from Farmersville. He <br />said they were good bylaws but there were sections not applicable to the City of Paris. Mayor <br />Clifford gave examples, such as the City Council had discussed having three citizens and two <br />city employees on the board, but that was not in the bylaws. In reference to city board policies, <br />Mayor Clifford said there was no reference to staggered terins or the manner in which that would <br />be accomplished when setting up the board. He said another example was a board member had <br />the right to a public hearing if the City Council decided to remove the board members, and he <br />thought that was ridiculous. He said this was not what the City of Paris does. Mayor Clifford <br />said all positions were volunteer and should not be compensated for expenses. He said city <br />secretary needed to be changed to city clerk. Mayor Clifford said these were minor but they did <br />not want to adopt bylaws that they would have to turn around and amend right away., He also <br />said the bylaws referenced other taxing jurisdictions and Paris was the only one participating. <br />Mayor Clifford said he was not inclined to pass these bylaws without significante.revisions. <br />Council Member Stone agreed, and said there were too many inconsistencies between this board <br />and the other boards. Mayor Clifford said there was no language regarding the ethics policy and <br />that should be in, the bylaws. Council Member Portugal said the board was advisory in nature <br />and that should be reflected in the title. Ms. Easton said staff could review and make revisions. <br />r nW... <br />t' A Motion to table this item was made by' Mayor Clifford and seconded by -Council <br />Member Portugal., Motion carried 4 ayes — 0 nays. <br />12. Discuss and act on ORDINANCE NO. 2020-007: AN ORDINANCE OF THE CITY OF <br />PARIS, TEXAS APPROVING THE FINAL PROJECT PLAN AND REINVESTMENT <br />ZONE FINANCING PLAN FOR REINVESTMENT ZONE NUMBER ONE; <br />PROVIDING FOR SEVERABILITY; PROVIDING FOR PUBLICATION; <br />PROVIDING AN EFFECTIVE DATE; AND FINDING AND DETERMINING THE <br />MEETING AT WHICH THIS ORDINANCE IS ADOPTED TO BE OPEN TO THE <br />PUBLIC AS REQUIRED BY LAW. <br />Ms. Easton said the Project Plan and Financing Plan was reviewed with the board, and <br />that Larry Cline would review the information with them. Mr. Cline said these documents were <br />previously approved by City Council, and sent to the Board for review and with no changes <br />being recommended, were coming back to the Council for approval. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Knox.
