Item No. 10 <br />memorandum <br />TO: Mayor & City Council <br />FROM: Gene Anderson, Interim City Manager & Finance Director <br />SUBJECT: CHEST COMPRESSION MACHINES <br />DATE: March 4, 2020 <br />BACKGROUND: The 2019-20 budget for the EMS department calls for the acquisition of 5 chest <br />compression machines utilizing a 5 year lease/purchase agreement with the company that <br />manufactures these devises. Total cost of financing the units would be $113,928. The current <br />budget contains 1/5th of the total cost of the equipment. <br />STATUS OF ISSUE: In reviewing the lease purchase/agreement, there were half a dozen terms of <br />the agreement that were unacceptable to the City. The manufacturer will not accept any alterations <br />to the agreement. The City has two options to obtain these machines (1) Enter into a 5 year note <br />with a local bank or (2) Increase the current budget in an amount ($91,000) that would allow the <br />outright purchase of this equipment. <br />BUDGET: Option 1 would not impact the current budget while option 2 would require a budget <br />increase of $91,000. <br />RECOMMENDATION: Provide direction to the staff on this issue. <br />
