Project Feasibility (Maximum Points 30) <br /> <br />'f! <br /> <br />Feasibility of each project is evaluated and scored based on the financial <br />soundness of the project. In the case where the infrastructure activities <br />benefit a oublic business. the abilitv of the aoolicant to tax will satisfy the <br />reauirement for oroiect soundness: thus. the maximum ooints will be <br />awarded. In the case where the infrastructure activities benefit a private <br />business, specific factors to be examined in this phase of the evaluation <br />are: firm commitments for financial investment and the jobs to be created <br />or retained; history and description of the business; current financial <br />condition of the business (including a full review of the credit analysis); <br />cash flow projections; business or marketing plan (including identification <br />of major customers and/or letter(s) of intent to purchase product(s) or <br />service(s); and management experience of the business' principals. <br /> <br />Bonus Points <br /> <br />5. Low to Mod Benefit (Bonus Points 10) <br /> <br />If the fifty-one percent (51 %) or more of the jobs created benefit low to <br />moderate income persons the project will be awarded the bonus points <br />under this category. <br /> <br />The EDIGP funds are used to provide assistance to eligible applicants for <br />infrastructure improvements fosterina iob creation and/or retention oroiects. There <br />is a contract between ATCOG and the applicant. and a contract between the <br />applicant and the private business, . as appropriate, to ensure a complete <br />understanding by the three participants of the planned development, the expected <br />number of jobs to be created or retained, the sources and uses of all funds <br />committed to the project, the financial and other reporting requirements of the <br />business and the local unit of government to ATCOG, and all other obligations of <br />the business, the local governmental unit and ATCOG. <br /> <br />7 <br />
