<br />PART I <br /> <br />GUIDELINES AND PROCEDURES <br /> <br />1. Applications for funds under ATCOG's EDIGP will not be acceoted orior to <br />8:00 a.m., Friday, November 15,1991. <br /> <br />2. One original and one copy of the application are to be submitted to: <br /> <br />Ark-Tex Council of Governments <br />Director of Program Operations <br />P.O. Box 5307 <br />Texarkana, Texas 75505 <br /> <br />3. Initial projects will be selected at a called meeting of the ATCOG Board of <br />Directors on December 3, 1991, at 5:00 p.m., at the Region VIII Education <br />Service Center, Farm Market Road 1734, Mt. Pleasant, Texas. <br /> <br />4. At the above meeting, applicants will have five minutes for a presentation of <br />their proposed project, and five minutes to address questions by the Board of <br />Directors. <br /> <br />5. Projects will be selected in the order they were submitted (to the day), based <br />upon their eligibility, feasibility and ATCOG Board analysis of project impact <br />consistant with the goals of the EDIGP. <br /> <br />6. Selection decisions of the ATCOG Board of Directors will be final and not <br />subject to appeal except for the three circumstances identified in the following <br />program design. <br /> <br />2 <br />
