Item No. 12 <br />TO: City Council <br />Gene Anderson, Interim City Manager <br />FROM: Bob Hundley, Chief of Police <br />SUBJECT: SAFE NEIGHBORHOODS GRANT ADJUSTMENT <br />DATE: March 4, 2019 <br />BACKGROUND: The Project Safe Neighborhood Grant awarded to the police department this <br />past year resulted in greater visibility of officers in our neighborhoods. Officers have already made <br />seven arrests and performed other activities because of this grant. <br />STATUS OF ISSUE: The Authorized Official (AO) for the grant is the former city manager. The <br />department is required to ask for reimbursement funds used in the grant. A `hold' placed on the <br />grant requires the naming of a new AO before funds are released. The grant requires that the AO, <br />Finance Officer and Grant Manager be different individuals. Mr. Anderson serves as the finance <br />officer for this grant and is ineligible for the AO position. Since we are in between city managers, <br />I am asking that the Council authorize our Mayor to be the AO on this grant. The mechanism for <br />changing the AO is a grant adjustment with a resolution by Council. <br />BUDGET: The grant application does not require any in-kind or matching funds. The total grant <br />request is for $100,000.00. <br />RECOMMENDATION: Motion to approve a resolution authorizing the naming of the Mayor of <br />Paris as the AO for the Project Safe Neighborhood grant and authorizing the Mayor of Paris to <br />execute all necessary documents. <br />
