Item No. 16 <br />memorandum <br />TO: Mayor & City Council <br />Gene Anderson, Interim City Manager <br />FROM: Carla Easton, PE, Engineering & Community Development Director <br />SUBJECT: KENN MEESKE ADDITION FINAL PLAT <br />DATE: March 11, 2020 <br />BACKGROUND: Kenn Meeske owns a 4.406 Acre tract in the City's extraterritorial <br />jurisdiction along Pine Mill Road, and is proposing to construct a Two -Family Dwelling (2F) <br />residential subdivision ultimately comprised of eight lots. The property is not zoned, as it is <br />outside of the city limits. A preliminary plat of the subdivision was approved by the Planning & <br />Zoning Commission in February 2017, and because preliminary plat approval expires after 12 <br />months, the Commission re -approved the preliminary plat on March 2nd. <br />STATUS OF ISSUE: The owner has submitted a final plat of the proposed development <br />consisting of four lots. Water, sewer and the access road have been constructed in conformance <br />with the subdivision regulations. It appears that the plat complies with the City of Paris <br />subdivision regulations. <br />Staff s recommendation was to approve the final plat. The final plat was approved by the <br />Planning & Zoning Commission on March 2nd. Due to unforeseen circumstances, this plat was <br />approved by operation of law because it was not approved or denied by the municipal authority <br />within thirty days after the plat was filed (Texas Local Government Code Sections 212.009 & <br />212.0091). <br />RECOMMENDATION: Acknowledge approval of the final plat. <br />
