Item No. 17 <br />TO: Mayor & City Council <br />Gene Anderson, Interim City Manager <br />FROM: Carla Easton, PE, Engineering & Community Development Director <br />SUBJECT: AMERICAN SPIRALWELD ADDITION — CB 355 FINAL PLAT <br />DATE: March 11, 2020 <br />BACKGROUND: The Paris Economic Development Corporation (PEDC) owns 144.78 acres <br />along the NW Loop 286 and in the Industrial Park along Park Street. In preparation of the <br />American SpiralWeld steel pipe manufacturing development, the PEDC submitted a preliminary <br />plat of the property, creating three lots and laying out easements as needed to accommodate the <br />development. The preliminary plat was approved by the Planning & Zoning Commission in <br />December 2018, after which the developer proceeded with necessary utility relocations in <br />preparation for the project and final plat. Because the preliminary plat approval expires after 12 <br />months, the Planning & Zoning Commission reapproved the preliminary plat on March 2nd <br />STATUS OF ISSUE: The PEDC has submitted a final plat of the property. Water and sewer <br />utilities have been relocated at the developer's cost to accommodate the new plant. The plat <br />provides the necessary easements and it appears that it complies with the City of Paris subdivision <br />regulations with the following comments. <br />1. Park Street is privately owned and maintained by the PEDC, per the NW Industrial Park <br />Plat. Please reflect this appropriately on the plat. <br />2. Park Street has been renamed to J Eagan St. <br />Staff s recommendation was to approve the final plat. The final plat was approved by the Planning <br />& Zoning Commission on March 2nd. Due to unforeseen circumstances, this plat was approved <br />by operation of law because it was not approved or denied by the municipal authority within thirty <br />days after the plat was filed (Texas Local Government Code Sections 212.009 & 212.0091). <br />RECOMMENDATION: Acknowledge approval of the final plat with noted revisions. <br />
