Item No. 21
TO: Mayor & City Council
Gene Anderson, Interim City Manager
FROM: Carla Easton, PE, Engineering & Community Development Director
SUBJECT: W SHERMAN SEWER REPLACEMENT — REJECTION OF ALL BIDS
DATE: April 3, 2020
BACKGROUND: A 10 -inch diameter clay sewer main running along West Sherman Street
between 13th SW to 15th SW has collapsed and requires improvements to properly flow. The
existing sewer is approximately ten to twelve feet deep, and the city CIP crew does not have the
trench safety equipment needed to replace the main.
STATUS OF ISSUE: On March 2, 2020, the City hosted a bid opening for this project and
received three responsive bids. B. Bray Construction submitted the, low bid in the amount of
$72,000.00, as reflect below in the schedule of bids.
Bidder Base Bid Alt Bid
B. Bray Construction $72,000.00 $64,600.00
Barclays Utility Services $75,010.00 $120,010.00
Diamond C Plumbing $86,822.00 $68,600.00
This project is an emergency repair that was not budgeted for 2019-20. Upon review of the bids,
the department supervisors prefer to purchase the needed equipment for the CIP crew to complete
the project in-house rather than award a contract at this time. The equipment cost is less than
$20,000 and available through purchasing cooperatives.
BUDGET: None required for this action.
RECOMMENDATION: Reject all bids for the W Sherman Sewer Replacement Project.
