Item No. 22 <br />TO: Mayor & City Council <br />Gene Anderson, Interim City Manager <br />FROM: Carla Easton, PE, Engineering & Community Development Director <br />SUBJECT: ZONING CHANGE — 830 S Collegiate <br />DATE: March 11, 2020 <br />BACKGROUND: Scott McDowell is requesting a change in zoning from Single Family Dwelling <br />District 2 (SF -2) to Two Family Dwelling District (217) for his property located at 830 S Collegiate <br />Drive in order build a duplex. The site is approximately 0.67 acres with driveway access available <br />onto S Collegiate. <br />STATUS OF ISSUE: The future land use plan calls for this site to be low-density residential. <br />Existing land uses in the area include single family residential, multi -family, medical office, <br />dining, and mixed retail and office space. There is an existing channel providing a natural divide <br />between the single family neighborhood to the north and east of the subject property. In fact, much <br />of the lot is within the FEMA designated floodplain as well as the floodway. Judge McDowell has <br />already completed the necessary submittals to FEMA in order to gain pre -approval of the <br />development, and all improvements to the lot will have to meet FEMA requirements. <br />Given the nature of adjacent developments along this section of S Collegiate Drive, it is not likely <br />that a single family home will be built on this last remaining lot, and a duplex would provide a <br />good transition to the adjacent neighborhood. The Planning and Zoning Commission voted 5-0 to <br />recommend approval of this zoning change. <br />RECOMMENDATION: Approve of a zoning change from Single Family 2 (SF -2) to Two Family <br />Dwelling (217). <br />
