Item No. 30 <br />TO: City Council <br />Gene Anderson, Interim City Manager <br />FROM: Randy Tuttle, Assistant Chief of Police <br />SUBJECT: STOP SIGN <br />DATE: April 08, 2020 <br />BACKGROUND: A citizen requested the Traffic Commission consider placing a stop sign at <br />Stone Avenue and Lewis Lane stopping eastbound traffic because of perceived safety issues <br />created by increased traffic at this intersection before and after school dismisses at North Lamar <br />Schools. <br />STATUS OF ISSUE: On February 04, 2020 the City of Paris Traffic Commission considered this <br />issue and voted to request the City Council consider placing a stop sign for east bound traffic at <br />Stone Avenue and Lewis Lane. Staff did not recommend this stop sign be installed due to issues <br />presented in City Engineers attached memo. At March 09, 2020 council meeting this item was <br />tabled and staff was instructed to contact North Lamar ISD to discuss a possible solution to this <br />issue. <br />On April 8, city staff met with North Lamar superintendent Kelly Stewart and campus police Chief <br />Mike Boaz to discuss the issue. They reported having no known incidents with parents fighting <br />or otherwise displaying obscenities during the school rush hour, and said that the traffic flows <br />efficiently into the campus. There have been no accidents at this location in the last 3 years. Chief <br />Boaz agreed to monitor the traffic and consider a traffic guard if there is an issue to address. Both <br />Chief Boaz and Ms. Stewart expressed concern for traffic backups that would result from the <br />installation of a stop sign on Stone Ave per the request by Ms. Morgan and the traffic commission. <br />BUDGET: Estimated cost of $100.00 from current budget <br />RECOMMENDATION: Deny the request to install a stop sign at this location. <br />
