ORDINANCE NO. 2020-010 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING THE FY 2019-2020 BUDGET BY INCREASING THE BUDGET IN <br />THE AMOUNT OF $510,000; AUTHORIZING AND DIRECTING THE <br />DIRECTOR OF FINANCE TO TRANSFER FUNDS FROM GENERAL FUND <br />RESERVES TO THE GENERAL EXPENSES BUDGET; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the State of Texas, Lamar County, Texas, and the City of Paris have <br />declared disaster declarations relating to the COVID-19 pandemic; and <br />WHEREAS, due to said pandemic and its rapid onset, resources for testing and other <br />aspects of the disaster have been in short supply, and testing for COVID-19 has been largely <br />unavailable to the public; and <br />WHEREAS, testing for COVID-19 is essential for the care and treatment of those <br />infected with the disease and is vital to detect those who are infected with the novel <br />coronavirus designated as SARS-CoV2 but are asymptomatic in order to quarantine those <br />persons to slow the spread of the virus to uninfected members of the public; and <br />WHEREAS, the City Council finds it to be in the best interest in the public health and <br />welfare and safety of the residents of the city to make testing available to its residents and <br />has organized a testing program; and <br />WHEREAS, the expenses relating to this program are anticipated to be in the <br />approximate amount of $510,000.00; and <br />WHEREAS, the expenses associated with said testing program were impossible to <br />anticipate when City Council adopted the General Expenses budget for the 2019-2020, and <br />no provision therefore was made in said 2019-2020 budget; and <br />WHEREAS, City Council finds that the following amendment to General Fund budget <br />are appropriate: <br />GENERAL FUND <br />1. General Expenses $510,000.00 <br />TOTAL <br />and <br />$510,000.00; <br />WHEREAS, the General Fund Reserve has sufficient funds to cover the requested <br />expenditure to institute a COVID-19, coronavirus testing program: <br />
