WHEREAS, large gatherings of unidentifiable individuals without <br />necessary mitigation for the spread of infection may pose a risk for the spread <br />of infectious disease; and <br />WHEREAS, the continued worldwide spread of COVID-19 presents an <br />imminent threat of widespread illness, which requires emergency action; and <br />WHEREAS, extraordinary measures must be taken to contain COVID- <br />19 and prevent its spread throughout the City of Paris, including the <br />quarantine of individuals, groups of individuals, and property and, <br />additionally, including compelling individuals, groups of individuals, or <br />property to undergo additional health measures that prevent or control the <br />spread of disease; and <br />WHEREAS, on March 19, 2020, the Governor of the State of Texas issued <br />Executive Order GA -08 prohibiting gatherings of more than ten people and <br />addressing other issues aimed at halting the spread of COVID-19, said Order to <br />extend through the first week of April, 2020; and <br />WHEREAS, on that same date, the Hon. Steven J. Clifford, M.D, Mayor of <br />the City of Paris, Texas, issued a declaration of Local Disaster for Public Health <br />Emergency and accompanying Order (the "Declaration and Order") designed to <br />halt the spread of COVID-19 in the city and in Lamar County; and <br />WHEREAS, on the same date, Lamar County issued its own declaration <br />of disaster and order, and thereafter, by action of the Lamar County <br />Commissioners Court on Monday, March 23, 2020, extended said order for an <br />additional 30 days; and <br />WHEREAS, on March 24, 2020, the Lamar County Commissioners Court <br />adopted Resolution No. R2020-007, "A Resolution of the Commissioners Court <br />of Lamar County, Texas Recommending Appropriate Measures to Contain and <br />Prevent the Spread of COVID-19 for the Health, Safety, and Welfare of the <br />Community of its Citizens"; and <br />WHEREAS, on March 26, 2020, in Resolution No. 2020-011, a copy of <br />which is attached hereto as Exhibit A and incorporated by reference herein, City <br />Council extended the Declaration and Order for an additional thirty days and <br />adopted Lamar County Commissioner's Court Resolution No. R2020-007 and <br />incorporated same by reference; and <br />WHEREAS, on March 31, 2020, pursuant to the authority granted to -him <br />by the City Council in Resolution No. 2020-011, the Mayor issued Supplemental <br />Mayor's Local Disaster for Public Health Emergency Order No. 1 <br />("Supplemental Order No. 1"), a copy of which is attached hereto as Exhiit , <br />and incorporated herein by reference, relating to an extension of curfew for <br />minors and prohibiting gatherings of more than ten (10) people; and <br />WHEREAS, on March 31, 2020, Governor Abbott issued Executive Order <br />No. GA -14 requiring Texans to stay at home unless engaged in the provision or <br />utilization of essential services or engaged in the performance of essential daily <br />activities, said Order to remain in effect through April 30, 2020 unless <br />
