Regular Council Meeting <br />April 13, 2020 <br />Page 8 <br />AND 12 ABANDONED BY ORDINANCE NO. 2020-015; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING <br />AN EFFECTIVE DATE. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Portugal. Motion carried, 7 ayes — 0 nays. <br />30. Discuss and act on ORDINANCE NO. 2020-016: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING THE TRAFFIC <br />CONTROL MAP ADOPTED IN SECTION 31-65(b) OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS; ESTABLISHING A STOP SIGN <br />STOPPING EASTBOUND TRAFFIC ON STONE AVENUE AT THE <br />INTERSECTION OF STONE AVENUE AND LEWIS LANE; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />A Motion to remove this item from the table was made by Mayor Clifford and seconded <br />by Council Member Portugal. Motion carried, 7 ayes — 0 nays. <br />Assistant Chief Randy Tuttle said in February the Traffic Commission voted to request <br />the City Council to place a stop sign for east bound traffic at Stone Avenue and Lewis Lane. He <br />also said that staff recommended denial of this request, because it did not meet guidelines. <br />Assistant Chief Tuttle said the only complaint received from NLISD was from Ms. Morgan, and <br />that Chief Boaz said they would monitor this when school resumed. Council Member Stone <br />wanted to know if that was a guarantee, and Assistant Chief Tuttle said it was not a guarantee but <br />Chief Boaz said they would monitor and put someone there as needed. Council Member Stone <br />said she was not in favor of just monitoring because there was no guarantee, and it just took one <br />time. She asked if Ms. Morgan was invited to the meeting with the school, and Assistant Chief <br />Tuttle said she was not. Council Member Stone said she had a problem with this and that Council <br />had asked that Ms. Morgan be allowed to participate in the meeting. Following additional <br />discussion, Mayor Clifford said he thought it was best they instruct staff to place a stop sign at <br />the location to see if that solves the problem. He also said if it becomes a traffic flow problem, <br />they could look at it again. Council Member Knox said it was unfortunate that Ms. Morgan was <br />not included in the meeting. <br />A Motion to place the stop at the intersection of Stone Avenue and Lewis Lane, stopping <br />eastbound traffic on Stone Avenue was made by Council Member Stone and seconded by <br />Council Member Knox. Motion carried, 7 ayes — 0 nays. <br />31. Convene into Executive Session pursuant to Section 551.087 of the Texas Government <br />Code, (1) to discuss or deliberate regarding commercial or financial information that the <br />governmental body has receive from a business prospect that the governmental body <br />seeks to have locate, stay, or expand in or near the territory of the governmental body and <br />with which the governmental body is conducting economic development negotiations; or <br />
