Item No. 8 <br />TO: Mayor & City Council <br />Grayson Path, City Manager <br />FROM: Carla Easton, P.E., Community Development Director <br />SUBJECT: VILLA REAL ADDITION LOTS 1, 2 BLOCK A - FINAL PLAT <br />DATE: May 5, 2020 <br />BACKGROUND: C & M Villarreal FLP owns 5.9934 acres located in the 3900 block of <br />Highway 271 North, and is proposing to subdivide the property into two (2) lots of 4.5527 acres <br />and 1.4407 acres in order to build a parole office for the Department of Criminal Justice. The <br />property is currently zoned Commercial (C). <br />STATUS OF ISSUE: The owner has submitted a final plat of the property. City water and <br />sewer utilities are not currently available to the site. The property is located in the city limits, but <br />within the service area of Lamar County Water Supply Corporation (LCWSC). The <br />owner/developer has an agreement with LCWSC to extend a water line approximately 1,130 feet <br />to serve the property. An alternative sewer system will be installed on the property, as city sewer <br />is not available this far north. Access to property is available along State Highway 271 North, <br />and is subject to TxDOT approval. It appears that the plat complies with the City of Paris <br />subdivision regulations, subject to the following revision. <br />1. Provide the existing highway right of way (ROW) width from the centerline of Hwy. <br />271 <br />The final plat was approved 6-0 by the Planning & Zoning Commission on May 4th <br />RECOMMENDATION: Approve the final plat with noted revision. <br />
