AMENDED CITY COUNCIL AGENDA — EMERGENCY MEETING Notice is hereby given that the City Council of the City of Paris shall meet in an emergency meeting on Tuesday, June 2, 2020 at 12:00 p.m. due to a reasonably unforeseeable situation. The meeting will be held by video conference through WWW.ZOOM.US, and to join access with Meeting ID 841 8863 4272, Password 243603. The matter to be discussed and acted upon is as follows: 1. Call meeting to order. 2. Citizens' forum. (Due to the Governor's Proclamation and order and the declarations of disaster issued by the City of Paris, and Lamar County, Texas on March 24, 2020 and March 26, 2020, relating to the global COVID-19 pandemic, the meeting will be held by video conference or telephone conference, and there will be no on site gathering. Consequently, persons desiring to address the Council must submit their comments by e-mail to iellis(d),paristexas.gov. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. 3. Discuss and act on a Resolution of Censure of Council Member Benny Plata pursuant to the Code of Ethics and Conduct for City Council, Employees, Boards, Commissions and Committees, City of Paris Code of Ordinances Sec. 2-302(b) for violation of Sec. 2- 303(a)(10) by engaging in conduct prejudicial to the government of the city or that reflects discredit upon the government of the city, to wit: making an objectionable comment on social media which reflects discredit on the government of the city and on fellow Council Members in relation to current local, state and national protests. 4. Discuss and possibly act on a request for the resignation of Benny Plata as Council Member representing City Council District 3. 5. Adjournment.
