RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING THE SUBMISSION OF AN APPLICATION FOR AN EXTENSION OF A MOTOR VEHICLE CRIME PREVENTION AUTHORITY (MVPCA), FORMERLY THE AUTOMOBILE BURGLARY AND THEFT PREVENTION AUTHORITY (ABTPA), GRANT FOR CONTINUATION OF THE NORTHEAST TEXAS AUTO THEFT TASK FORCE; APPROVING A CASH MATCH FROM THE CITY OF PARIS IN CONNECTION WITH SAID GRANT EXTENSION; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Motor Vehicle Crime Prevention Authority (MVPCA), formerly the Texas Automobile Burglary and Theft Prevention Authority ("ABTPA"), provides funding for automobile theft prevention grants; and WHEREAS, under the provisions of the Texas Revised Civil Statutes Article 4413(37) and Texas Administrative Code Title 43, Part 3, Chapter 57, entities are eligible to receive grants from the Motor Vehicle Burglary and Theft Prevention Authority to provide financial support to law enforcement agencies for automobile theft enforcement teams and to combat automobile burglary in the jurisdiction; and WHEREAS, the City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of Auto Burglary and Theft Prevention Authority, in September of 1994, and since that time, for 26 consecutive years, the City of Paris has been approved to continue the Task Force under this grant; and WHEREAS, there are two Paris police detectives assigned to the Task Force whose salaries are paid for by this grant who are allowed to investigate auto thefts and auto burglaries in a number of counties in the Northeast Texas area so as to work cases on criminals who operate beyond jurisdictional lines; and WHEREAS, the City Council of the City of Paris desires to extend the Motor Vehicle Crime Prevention Authority Grant entitled "Northeast Texas Auto Theft Task Force" project as described in the City of Paris Grant Application for Fiscal year 2020-2021 attached hereto as Exhibit "A" beginning September 1, 2020 and ending August 31, 2021, in the amount of $151,027.00 including a cash match from the City totaling $44,318.00 in the 2020-2021 Paris Police Department Budget, and to continue the existing Auto Theft Task Force and to hereby authorize the City Manager to execute the necessary documents; and WHEREAS, the City Council of the City of Paris, Texas has agreed that in the event of loss or misuse of the grant funds, the City of Paris, Texas assures that the grant funds will be returned in full to the Automobile Burglary and Theft Prevention Authority;
