Advances - where costs can be determined in advance of travel, the employee may request an advance of the <br />designated costs, provided such request is received by the Finance office at least ten (10) working days prior to the <br />travel. The Task Force <br />recoveries will be different as the grant year runs different and the task force recovers vehicles in other jurisdictions <br />not reported to the City of Paris. Those number are as follows. FY 2016- 71 FY 2017- 65 FY 2018- 72. <br />Application Narrative <br />Grant Introduction (Executive Summary) <br />1.1 Briefly describe the organization and program operation. Provide a high level summary to the intent of the <br />application and how it will affect the local community. (500 words or less) <br />The City of Paris - Northeast Texas Auto Theft Task Force is a small two-man task force covering a large (9) <br />nine county area that is mainly rural in composition. Lamar County has a population of 47,191 and Paris <br />accounts for 25,005 according to 2016 numbers. There are 52,176 registered vehicles in Lamar County and <br />503,912 in the combined covered counties. GRAYSON and BOWIE COUNTIES are the only counties in our <br />coverage area considered metropolitan according to the FBI UCR reporting. The Task Force current coverage <br />are includes approximately 135 miles of the Oklahoma border starting on the Western border of GRAYSON <br />COUNTY to TEXARKANA. <br />Both Detectives are full time licensed Peace Officers the Project Manager is the Senior Detective and is a <br />Master Peace Officer with the Paris Police Department and is has specialized training In auto crimes. Both <br />Detectives spend 100% of their time investigating auto theft and vehicle burglary as well as other activities such <br />as public awareness activities. Detectives commonly work with Investigators from the Lamar County Sheriff, <br />Red River County, Hopkins County and Hunt County. The biggest cities in the coverage area are Sherman and <br />Texarkana followed by Paris and then Greenville. The task force Detectives has been investigating auto theft <br />and burglary crimes since 2010 and 2011 for an approximate total of (17) seventeen years of combined <br />experience in auto theft investigations.
