Item No. 13 <br />TO: Mayor & City Council <br />FROM: Grayson Path, City Manager <br />Gene Anderson, Finance Director <br />SUBJECT: CORONAVIRUS RELIEF FUND (CRF) <br />CARES ACT <br />DATE: June 8, 2020 <br />BACKGROUND: <br />The United States Congress approved the Coronavirus Aid, Relief, and Economic Security <br />(CARES) Act, signed in to law by President Trump. This funding is designed to help governments, <br />businesses, and individuals who are responding to the CoVid-19 pandemic. The State of Texas <br />was given $11.24 billion as its share of this funding. From this, 55% will go to the State of Texas <br />with a portion of the remaining 45% going to local governments. The funding was initially <br />dedicated for Cities and Counties with populations in excess of 500k, but with the coordination of <br />the Texas Municipal League (TML), Mayors across the State (including Mayor Clifford) sent the <br />Governor a request that a portion of this funding come to smaller local governments as well. <br />Governor Abbott, via the attached letter dated May 11, 2020, agreed to set aside about $1.85 billion <br />for smaller local governments. <br />The City of Paris has been allocated a maximum amount of $55 per capita which is $1,393,150.00. <br />The City of Paris would be allocated 20% of this immediately upon signing the attached <br />agreements ($278,630.00) and the remainder will be available as reimbursement as we submit <br />requests. <br />The Texas Department of Emergency Management (TDEM) has been tasked with administering <br />these funds. They are further working with the Texas A&M AgriLife Extension to assist TDEM <br />through this process. <br />As can be seen in the Terms and Conditions for the CRF, there are restrictions for use of these <br />funds. This will be discussed below. <br />
