MINUTES <br />PLANNING AND ZONING COMMISSION <br />BY VIDEO CONFERENCE THROUGH. WWW.ZOOM.US <br />MEETING ID 857-3870-8778 <br />MONDAY JUNE 1 2020 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by <br />Keith Flowers, Chairman. <br />Commissioners were present online via www.zoom.us with the exception of Chad Lindsey <br />and Sims Norment. <br />Also present were staff members Carla Easton, Triniti Frazier, Stephanie Harris and <br />concerned citizens. <br />2. Citizen's forum <br />(Unless an item is pasted on the Agenda, the Texas Open Meetings Act prohibits the Commission from responding to any <br />comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual <br />information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not <br />appropriate for citizens ' forum) <br />Citizen forum was declared open. <br />With no one speaking, the forum was declared closed. <br />3. Approval of minutes from the meeting of May 4, 2020. <br />Motion was made by James O'Bryan, seconded by Francine Neeley to approve the minutes <br />for the May 4, 2020 meeting. Motion carried 5-0. <br />4. Public hearing to consider and take action regarding the petition of Ron Doe Homes to <br />alter an existing Planned Development District (PD) Site Plan in the Primrose No. 2 <br />Addition, Lots 3 and 4, Block B, LCAD Property ID 111018 and 111019, located in the <br />4200 Block of Primrose. <br />Easton states Doreen Ruthhart has submitted a modified site plan on behalf of Ron Doe <br />Homes for lots 3 and 4 of the Primrose II Subdivision, in order to build a more traditional <br />style home with minimum building setbacks. This is in response to a requirement in the <br />International Residential Code to provide fire -rated walls where minimum building <br />separation is not met. Under the current approved site plan from 1994, both side walls on <br />a new home would need to be fire -rated, as they would be built on or near the lot line. <br />The owner/builder is proposing to combine two lots in order to construct a home meeting <br />
