Public hearing was declared open. <br />John Ankrum, City Building official, presented the case on behalf of the applicant <br />to the Board speaking neither in favor nor against the variance. Ankrum also states <br />that the fence is for security purposes and it would be the first front yard fence on <br />the street. <br />Denise Braaten, home owner and wife of James Braaten, spoke in favor of fence. <br />Being handicapped, veterans they need a higher level of security for their home that <br />is located on a corner lot and consequently has frequent traffic of people walking <br />across the yard. Denise and James have installed cameras, security lights and alarm <br />systems and still deal with theft. Gas was stolen several times from their mobile <br />home parked in the rear yard that they have since sold to avoid the costs. Police have <br />been involved and unable to identify thieves. Denise and James also deal with stray <br />cats and an aggressive neighbor dog. <br />No one else spoke in favor or opposition. <br />Public hearing was declared closed. <br />Ruth Ann Alsobrook, spoke in favor of the fence stating that Denise was able to <br />present a thorough argument as to why the fence was needed since her initial <br />decision would've been denial. <br />The rest of the board agreed with Ruth Ann's statement. <br />Motion was made by Jerry Haning, seconded by Ruth Ann Alsobrook to approve the <br />variance to Section 11.5-3(b)(1)(a) of the Zoning Ordinance.
