RESOLUTION NO, 90-058 WHEREAS, the City Council of the City of Paris is aware of community needs for which local funds have not been and will not be available to accomplish. Such needs are in the area of owner occupied housing rehabilitation; and, WHEREAS, the City Council desires to develop a viable urban community, including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low/moderate income; and, WHEREAS, certain conditions exist which represent a threat to the public health and safety; and, WHEREAS, funding for the Texas Department Development Fund, under Program; and, such programs of Commerce the Texas are available through for the Community Community Development WHEREAS, it is necessary and in the best interests of the City of Paris to apply for funding under the 1990 Texas Community Development Program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: 1, That a Texas Community Development application for the Community Development Program hereby authorized to be filed on behalf of the City Texas Department of Commerce. Program Fund is with the 2, That the City's application be placed in competition for funding under the Housing Development Fund. 3. That the application be for $200,000,00 of grant funds to carry out the complete rehabilitation of low income, owner occupied residential units. 4. That, Michael E, Malone, City Manager, be, and he is hereby authorized to execute and deliver on behalf of the City of Paris all necessary applications, communications, instruments, assurances and documents required for the completion of said housing rehabilitation, 5, That it further be stated that the City of Paris is committing $40,000 from the Community Council of Red River County, the area Weatherization Fund provider, and $20,750 from the Lamar County Human Resource Council, in kind cash and labor contributions toward the construction activities of these housing rehabilitation projects. 6. That the City will provide manpower, materials and equipment for all general administration of the project at an estimated value of $14,386. Passed and adopted this 5th day of July, 1990. i~;+ff~O()
