<br />ATPA-13 <br /> <br />, AUTOMOBILE THEFT PREVENTION AUTHORITY <br /> <br />PROGRAM NARRATIVE <br /> <br />3. Proposed Project Activities (See Instructions on pages 14.a and 14,b,) <br /> <br />(a) - Our goal is to decrease the auto theft rate in Paris and Lamar County <br />by five percent (5%) during the upcoming grant year. <br />(b) Our proposed activities and objectives are to continue providing two <br />(2) full-time police officers to work in a multi-jurisdictional area in <br />cooperation with the other agencies and organizations to prevent, <br />educate, apprehend, and prosecute in the incidents of auto theft. <br />(c) Our project will impact the stated problem by allowing two (2) officers <br />to continue working full-time on auto thefts rather than a part-time <br />basis by several officers. The word has spread in the grant area that <br />we are concentrating on this problem, <br />(d) The functions of the personnel involved will continue to be a Detective <br />Sergeant and an Investigator who work diligently to enforce all auto <br />. theft laws, make proper reports, maintain records, and work to educate <br />officers and citizens on ways to prevent auto theft. <br />(e) Our unit continues to impact this area. The estimated population ofthe <br />grant area is over 100,000, <br />(t) The City of Paris and Lamar County continue to be involved in many <br />other grant programs, such as the Regional Drug Task Force, Police <br />Athletic League, Juvenile Gang Officers, Community Policing Program, <br />and School Resource Officers. These grants are ongoing. <br />(g) First and foremost would be the UCR crime reports, which are prepared <br />showing the amount of vehicles, stolen and recovered, <br />(h) We are the only Auto Theft Task Force in northeast Texas that assists <br />other agencies, We have complete cooperation with the Texas <br />Department of Public Safety, M.V,T,S. and the East Texas Task Force <br />in Tyler to cover all areas in east and northeast Texas. <br />(i) We will continue to train officers of the surrounding area in detecting <br />and preventing auto thefts. <br />U} All officers have had cross-cultural and ethnic-diversity training which <br />is conducted on a regular basis at the Paris Police Department.
