JTOMOBILE THEFT PREVENTION A... mORITY DESIGNATION OF GRANT OFFICIALS ATPA rules require that three persons be designated to the positions of Authorized Official, Project Director, and Financial Officer for the purposes of administering a grant. The Project Director and the Financial Officer may not be the same person, but under extenuating circumstances, one person may otherwise fill two positions.
