Item No. 24 <br />Memorandum <br />TO: Planning & Zoning Commission <br />FROM: Carla Easton, PE, Engineering & Community Development Director <br />SUBJECT: ZONING CHANGE — 3000 BLOCK OF CLARKSVILLE ST <br />DATE: July 27, 2020 <br />BACKGROUND: Monte Moore is requesting a change in zoning from General Retail District <br />(GR) to Neighborhood Services (NS) for his property located in the 3000 block of Clarksville <br />Street. Properties in the area are zoned GR, NS, PD and SF -2. <br />STATUS OF ISSUE: The comprehensive plan calls for retail use for all properties along the <br />frontage of Clarksville Street. Current uses in the area include a convenience store/fuel station, <br />office, abandoned medical facility, apartments, and single family homes. <br />Mr. Moore states on his application that this zoning request is to expand the possibilities for the <br />subject property. Staff has met with him regarding the potential for constructing duplexes at the <br />end of Pride Circle. Duplexes are allowed in NS zoning district, but access would be most <br />appropriate from Clarksville Street instead of Pride Circle as it is a low-density residential district. <br />A development of the subject lot for multi -family structures would be best served by the extension <br />of Pride Circle to Clarksville Street, or creating access from Clarksville Street instead of from <br />Pride Circle. <br />This zoning request is consistent with the future land use, which recommends retail use along <br />Clarksville Street. A NS zoning district will allow less intensive retail uses than what could <br />currently be constructed in GR, however it should be considered that multi -family uses such as <br />duplexes, quadplexes, and even apartments are allowed in NS district, where they are not allowed <br />in GR or SF -2. From a planning perspective, this could be an appropriate location for medium <br />density residential development where the property can be accessed from Clarksville Street. <br />The Planning & Zoning Commission voted to approve of this zoning change by a vote of 6-0 on <br />tn <br />July 6, <br />
