Environmental Protection Agency or EPA. The U.S. Environmental Protection Agency or, <br />where appropriate, the term may also be used as a designation for the administrator or other duly <br />authorized official of such agency. <br />Environmental services supervisor. The person designated by the city manager to enforce this <br />chapter on behalf of the city and other such duties as designated by the city manager. <br />Flow -weighted (or flow proportional) composite sample. A composite sample in which twelve <br />(12) or more aliquots have been proportioned either by varying the volume of each aliquot in <br />accordance to the flow within a fixed time or collecting a fixed volume for each aliquot by varying <br />the time interval according to changing flow. <br />Garbage. Animal and vegetable wastes and residue from the preparation, cooking and <br />dispensing of food and from the handling, processing, storage and sale of food products and <br />produce. <br />Generator. A person who causes, creates, or otherwise produces waste. <br />Grab sample. An individual sample collected over a period of time not exceeding fifteen (15) <br />minutes with no regard to instantaneous wastestream flow. <br />Holding tank waste. Any waste from septic tanks, vacuum pump tank trucks, chemical toilets, <br />campers, trailers or other direct holding vessels. <br />Hazardous waste. Any waste (or combination of wastes), which because of its quantity, <br />concentration, physical, chemical, or infectious characteristics may: <br />(1) Have any of the following characteristics: Toxic, corrosive, chemically reactive, <br />flammable or combustible, explosive or otherwise capable of causing substantial personal <br />injury or illness. <br />(2) Pose a substantial hazard to human health or the environment when improperly treated, <br />stored, transported or disposed of, or otherwise improperly managed. <br />(3) Be identified or listed as a hazardous waste in 40 CFR part 261 as defined by the <br />Administrator of the United States Environmental Protection Agency pursuant to the <br />Federal "Solid Waste Disposal Act" as amended by the "Resource Conservation and <br />Recovery Act of 1976" as amended. <br />Indirect discharge. The discharge of non-domestic pollutants from any source regulated under <br />section 307(B) or (C) of the Act, (33 USC 1317) into the POTW (including holding tank waste). <br />Industrial user or user. A source of indirect discharge into the city POTW. <br />Industrial waste. Waste resulting from any process involved with industry, manufacturing, <br />trade or business establishments including nonprofit organizations and government agencies, <br />concerned with the development of any natural resource, or any mixture of the waste with water <br />or domestic wastewater, as distinct from normal wastewater. <br />Page 8 of 45 <br />
