Society of Civil Engineers, American Water Works Association and the Water Pollution Control <br />Federation. <br />Sec. 34-55. - Prior user rights. <br />(a) A user contributing wastewater and/or wastes to the POTW prior to the effective date of this <br />article may continue to do so without penalty so long as he complies with the following: <br />(1) No increase in the quantity or decrease in the quality of the discharge will be allowed <br />without written permission of the supervisor; <br />(2) Prior to the effective date of this article, the user must have contributed waste to the <br />POTW for a minimum of eighteen (18) months; <br />(3) A wastewater contribution permit is applied for and granted within one hundred fifty <br />(150) days after the effective date of this article. <br />Sec. 34-56. - Industrial advisory committee. <br />The city council may appoint an industrial advisory committee to proposed changes or review <br />proposed changes in the sewer use ordinance. It shall be made of five (5) industrial users, at least <br />two (2) of which shall be significant industrial users. <br />Secs. 34-57-34-70. - Reserved. <br />DIVISION 2. ADMINISTRATION <br />Sec. 34-71. - Administration by environmental services supervisor. <br />Except as otherwise provided in this article, the duly authorized representative of the city shall <br />be the environmental services supervisor, who shall administer, implement and enforce the <br />provisions of this article. <br />Sec. 34-72. - Inspection, sampling and right of entry. <br />The city may inspect the facilities at least annually of every user to ascertain whether the <br />requirements of this article are being met according to the purposes herein stated. All significant <br />industrial users shall be inspected at least annually. Persons or occupants of premises where <br />wastewater is created or discharged shall allow the city or their authorized representative(s) ready <br />access at any and all reasonable times to all parts of the premises necessary for the purpose of <br />inspection, sampling, records, examination or the performance of any of their official duties.
