(1) Routine sampling is performed by the user at a frequency of at least once per month and <br />the routine resampling will be done and results received within the thirty (30) day period <br />of becoming aware of the violation. <br />(2) The city performs sampling of the user's discharge between the time when the user <br />performed the initial sampling and the time the user receives the results of this sampling <br />and becomes aware of the violation. <br />(b) The supervisor may at his discretion: <br />(1) Have the user sample his discharge and have analysis done at a mutually agreeable <br />laboratory; <br />(2) Sample and send to a competent commercial or private laboratory for analysis. <br />(c) Any necessary quality assurance for pretreatment sampling and analysis shall be consistent <br />with those of 40 CFR 136 "Guidelines for establishing test procedures for the analysis of <br />pollutants," et seq. <br />Sec. 34-74. - Monitoring facilities. <br />(a) The city may require to be provided and operated at the user's own cost and expense <br />monitoring facilities to allow inspection, sampling, and flow measurement or any combination <br />of these based upon the significance of the waste water discharge as determined by the city. <br />The monitoring facility should normally be located on the user's premises; however, when <br />such location would be impractical or cause undue hardship on the user, the city may allow <br />the construction of the facility in the public street or sidewalk area in a location that will not <br />be obstructed by landscaping or parked vehicles. The above shall apply to both old and new <br />users when monitoring facilities are necessary. <br />(b) Whether constructed on public or private property, the sampling and monitoring facilities shall <br />be provided in accordance with the city's requirements and all applicable local construction <br />standards and specifications. There shall be ample room in or near such control manhole or <br />facility to allow accurate sampling and preparation of samples for analysis. The facility, <br />sampling equipment and measuring devices shall be maintained at all times in a safe and <br />proper operating condition at the expense of the user. <br />(c) Plans and specifications for constructions of monitoring facilities shall conform to city <br />standards and shall be approved by the city engineer. Rental or lease of suitable equipment on <br />an as needed basis in lieu of permanent installation may be acceptable subject to approval by <br />the supervisor; such approval shall not release the user from the requirement to provide <br />sampling facilities which are accessible to the city and which are secured and protected. <br />Page 17 of 45 <br />
