RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />AUTHORIZING REIMBURSEMENT FROM CARES ACT FUNDING TO THE <br />PARIS-LAMAR COUNTY HEALTH DISTRICT FOR COVID-19 RELATED <br />EXPENSES; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />WHEREAS, the City of Paris has been allocated up to $1,393,150 from federal CARES <br />Act funds for COVID-19 expenses incurred between March 1, 2020 and December 30, 2020; <br />and <br />WHEREAS, under the terms of such funding, governmental entities may use the funds <br />in support of other governmental entities who are also working to fight COVID-19; and <br />WHEREAS, the Paris -Lamar County Health District ("the District") is a governmental <br />entity formed through an interlocal cooperative agreement between the City and Lamar <br />County pursuant to the Local Public Health Reorganization Act, codified as Chapter 121 of <br />the Texas Health & Safety Code; and <br />WHEREAS, in the last 4 months, the District's eight clinical staff employees who work <br />on COVID-19 issues have worked 768 hours beyond their regular duties on contact tracing <br />at a cost of $23,237.00; and <br />WHEREAS, the District estimates that it will need to spend an additional $43,000.00 <br />on COVID-19 related service, including hiring two temporary employees to assist in contract <br />tracing; and <br />WHEREAS, the Lamar County Commissioner's Court has agreed to purchase 900 <br />COVID-19 testing kits at a cost of $36,900.00 from Abbott to be processed on a machine <br />supplied by Abbott and that uses the latest molecular technology; and <br />WHEREAS, the District is asking the City to reimburse it for the $23,237.00 cost of <br />overtime already incurred; for an additional 830 test kits at an approximate cost of <br />$34,000.00; and for reimbursement for additional overtime and staff expenses related to <br />COVID-19 contact tracing once incurred; and <br />WHEREAS, the City Council finds that it is in the best interest of the health and <br />welfare of the citizens of the city that such expenses be reimbursed through CARES Act <br />funding; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS, THAT: <br />
