Discuss, conduct a public hearing and act on an Ordinance considering the petition of Home Vesting LLC for a change in zoning from a General Retail District (GR) to a One - Family Dwelling District No. 2 (SF -2), in the City of Paris, Block 187, Lot 2, LCAD 16984, located at 805 Lamar. 26. Discuss the Zoning Ordinance as related to structures originally built as a residence but are now located within zoning districts that disallow residences, specifically creating an allowable use for said structure to be a residence; and request that the Planning & Zoning Commission study and make a recommendation to City Council. 27. Receive presentation from Garver about the Wastewater Treatment Plant Rehabilitation Project, discuss and act on Contract Amendment No. 1 to the Agreement for Professional Services with Garver USA to continue with Phase 2 of the project; and authorize the City Manager to execute all necessary documents. 28. Discuss and act on an Ordinance of the City Council of the City of Paris, Texas, revising Article III to Chapter 34 of the Code of Ordinances of the City of Paris, entitled Wastewater Discharge and Disposal; Approving and Authorizing Revisions to Chapter 34, Article III of the Code of Ordinances of the City of Paris, entitled Wastewater Discharge and Disposal, in conformance with Current Environmental Protection Agency and Texas Commission on Environmental Quality Rules, Regulations, and Policies Implementing Streamlining Rule Provisions. 29. Discuss and possibly act on an Ordinance repealing Ordinance No. 2017-003 relating to an amendment to Chapter 17, Article III, "Smoking Regulations," Section 17.46, "Definitions," and Section 17.53, "Prohibition of Smoking in Enclosed Place of Employment." 30. Discuss and act on an Ordinance Extending the Mayor's Declaration of Local Disaster for Public Health Emergency and Order dated March 19, 2020, as extended by Resolution No. 2020-011 and by Ordinance Nos. 2020-014, 2020-017 and 2020-023, for an additional sixty (60) days. 31.
