(4) Liquid waste transporters desiring to transport, mobile treat and/or process within the city <br />shall: <br />a. Comply with all requirements of the laws and regulations of the United States and <br />the state concerning such wastes. <br />b. Obtain a permit from the city, requirements of which are listed in subsection (c)(1). <br />c. Demonstrate to the city the capability of the operator and the equipment to <br />consistently meet the requirements of this article. <br />d. Discharge at the point designated by the city, in order to discharge to the POTW. <br />(b) Hazardous wastes. Users that generate industrial and hazardous wastes shall comply with all <br />the laws and regulations of the United States and the state concerning such wastes. Such users <br />shall maintain records of the types and quantities of wastes generated, name of the transporter, <br />and the site of disposal. These records shall be made available for inspection by the city at any <br />reasonable time. Transporters transporting hazardous wastes must have the applicable federal <br />and state permits and use the appropriate manifest system. The city shall be allowed to inspect <br />vehicles for proper operation, registration, and manifest. <br />(c) Nonhazardous waste transportation. <br />(1) Requirements for permit. Any person required by this section to obtain a permit to <br />transport nonhazardous waste shall perform the following: <br />a. Make application on a form provided by the city and provide such information as the <br />city may reasonably request. <br />b. Submit for inspection by the city each vehicle the applicant proposed to use to <br />transport liquid waste. Each vehicle shall be constructed, equipped and identified in <br />accordance with the following provisions: <br />1. Vehicle markings and identification shall be permanently and prominently <br />displayed on both sides of the vehicle in accordance with TCEQ requirements <br />for liquid waste transporters. <br />2. Vehicle shall be clean and odor free. <br />3. Vehicle shall be equipped for safe operation and possess a valid state <br />registration. <br />4. Vehicle shall have a single tank as an integral portion of the vehicle to transport <br />wastes. Portable tanks or other containers temporarily installed in or on vehicles <br />are prohibited. <br />5. Piping, valves, and connectors shall be permanently attached to tank and/or <br />vehicle. <br />Page 40 of 45 <br />
