Minutes <br />Traffic Commission <br />City of Paris <br />The Trallic Commission met on Tuesday February 04, 2020 at 5:15 P,M. in tK-8- <br />Municipal Courtroom with the following members present: <br />1 . <br />Bill Sanders <br />2. <br />Sally Boswell <br />3. <br />Wendell Moore <br />4. <br />John Eyler <br />5. <br />John Darst (arrived late) <br />The city staff was represented by Asst. Chief Randy Tuttle and City Engineer <br />Carla Easton. <br />Chairperson John Eyler called the meeting to order at 5.15pm. A quorum was <br />established with four members present. Mr. Darst arrived after meeting began. <br />Mr. Eyler then moved to item #2 regarding approval of minutes from January 07, <br />2020 meeting. Mr. Sanders had a correction to add a request to TXDOT for a <br />street light at SE Loop 286 & Dawn Drive. Mr. Sanders made a motion to <br />approve minutes with correction with second from Mr. Moore. Motion passed 4-0. <br />Mr. Eyler then moved to item #3 regarding discussion and possible action <br />concerning installation of a stop sign at Stone Avenue and Lewis Lane. Mr, Tuttle <br />advised members that Jennifer Morgan had requested this item be placed on the <br />agenda. Ms. Morgan advised members that she has a student attending a North <br />Lamar School and frequently uses the intersection at Stone Avenue and Lewis <br />Lane. Morgan said due to the traffic volume before and after school there is a <br />safety issue at the intersection along with the intersection of Panther Drive <br />(private road) and Stone Avenue and believes adding a stop sign at Stone <br />Avenue and Lewis Lane for eastbound traffic on Stone would improve the safety <br />of the intersection, It was suggested that North Lamar be requested to place a <br />stop sign on Panther Drive at Stone avenue where a yield sign is now. Mr. Tuttle <br />informed members that this was a unique intersection with Lewis Lane and <br />Panther Drive intersection Stone avenue a <br />private road on the north side of Paris Regional Medical Center also intersection <br />Stone Avenue near Panther Drive. Mr. Tuttle said because of this he didn't think <br />a four way stop would work. Mr. Tuttle also advised members that state law <br />requires traffic entering a public street from a private road must yield right of way <br />to the traffic on the public street. There is currently a small non -regulation stop <br />sign for traffic on the Private Road behind the hospital which is non -enforceable. <br />Ms. Easton also did not recommend stop signs due to Stone Avenue being a <br />through public street and stop signs do not meet the requirements of the Texas <br />
